Attracting Needed Staff

How do you go about getting people to work for your board? What incentives do you offer? What do you make appealing about the spot?

For me, the site has to have an awesome atmosphere and be welcoming to anyone. The site also has to have potential in order for me to want to be apart of a voluntary staff team and even paid staff teams sometimes.

Usually I "employ" friends or people that I know a bit about. I don't go any offer anything apart from any possible income that the board makes to be equally split among the volunteers.

I volunteer if I like the website/forum, it's as simple as that. I don't have any special requirements for me to be interested in the website or it's community. Because of that I hardly volunteer or accept any position, because I don't particularly like that many websites/forums to the point that I'd be willing to invest my time to help manage it.
