Are there any programs that help cut the cost of adoption?

A friend of mine is looking into adoption and it is not cheap. He and his wife would like to adopt two younger children, siblings if they can. They are trying to find children that are between 2 and 5 years old. They know it is not going to be cheap. Are there any programs out there to help with the high costs?

I don't think there's anything the can cut the costs or anything like that. Adoption is complex and takes a lot to do, they have to do background checks, probably drug test possible parents, or something along those lines.

Adoption isn't cheap because of the background checks and other things they need to do. There's a lot to it than just giving a kid up for adoption.

If they are looking to adopt kids and they want to cut their costs, why don't they adopt just one kid instead of two? Raising kids requires a lot of money, so if you are not financially capable, it can be very difficult.
