When I heard of Arc, I found the concept interesting. Therefore, I immeditely applied for Arc for my half a dozen websites. These websites were drawing orgnic and referrl traffic, therefore, I was thinking they will be approved. However, Arc never replied. They neither approved, nor disapproved. It has been more than 4 months.

I find it is an extension that is available for more referring for the websites and it appears to me previously with Brave Browser when browsing some websites and even recommends you to join them but I did not understand quite the system.
