That is the best thing to do. Google may even detect some defects and decide to ban him . I don't know why it's difficult for some people to do what's expected.

Maybe you've been banned from adsense and adsense is notorious for not giving you a second chance once you default. I would advise you to look for similar ad networks though they might not be the same as adsense.

Creating adsense is not difficult, all you need is a gmail, but getting approve for a domain is surely difficult. I have never used adsense and I hear a lot of people complaining how difficult is adsense.

Buying AdSense account seems very bad,I will advice you to create your own yourself on Google, since the process is not hard,because you don't know what the owner might have done before selling.
