Do you do exchanges with other people to get some activity going on your forum? Especially if it's new? Do you keep doing it to a certain point? If so, what is the stopping point for you?

I think that exchanges on a forum in order to increase activity is a great thing because this will have organic traffic which is the most important when it comes to the future development as well.
 
Exchanges with other forum owners, buying posting packages, and hiring pad posters are some of my favorite ways to build activities on my forums. Exchanges take a considerable amount of time because you also have to post on other forums to get posts on yours.Therefore, I buy packages throgh web master forums.
 
Before Admin Junkies, I rarely did post exchanges and content bundles, but now I utilize both of them being an active staff member there. I try not to overdo post exchanges because I like to see traffic coming in from already registered or new members as well rather than just people that do exchanges. I know both can work hand-in-hand, but if you have little to no traffic without post exchanges then something is probably going wrong on your end.
