Content Creation Abusive tags?

What would you do if a user adds abusive tags, and it's not easy to backtrace who added the abusive tags?

That's why I like the approach in IC5 where only admins can create tags, which the users can use.
I admit that it's also not 100% optimal, what if a user wants to use a tag which isn't available yet? He needs to contact the admins or suggest it in public, so I created a small tool allowing members to suggest them via a public accessible form, where the admin than can approve them.

The debate over open or closed tags is something that I struggle with. Many years ago on my main community (which uses IPS), I switched to an open tag system inspired by Twitter. It was definitely and overwhelmingly the right decision in hindsight. There is no way I would have been able to - nor would I want to have spent my precious admin time - approving or managing the thousands of useful and identifiable new tags.

Are there generic, useless, frivolous, or mistake tags? Yes. But on balance, I think an open tagging system is so much powerful especially for larger communities that have evolved to a point of being community driven in content creation (versus early stage communities where admins push most content). An admin simply cannot imagine or forecast or predefined the universe of all tags great and small. A closed tagging system is highly restrictive, and IPS vision of tagging in v5 is something that I'm cautiously hesitant about.
 
I never really thought that people would be able to abuse the tag system to mess with other members before. I guess it's because I never bother with tags whenever I make threads on any forum. I'm surprised vBulletin has a feature where you can see who made what tags but Xenforo doesn't when the Xenforo devs worked on vBulletin in the past.
