Abuse of land use laws by estate developers- How can government deal with it?

Some estate developers have over time engaged in the abuse of land use laws as established by the government or local authorities.
They will apply for land with a different firm under the guise of using it for farming purpose only to convert the land to building purpose.
Due to this practice, land meant for farming, Ranching or reserve have been used as estates.
How do you think government can stop this act?

The government have stopped it the moment they set laws and regulations regarding land use act. It’s up to the security institutions to enforce the law and reprimand whoever disobey the law. Anyone who disobey the law should be made to face the consequences

That is not proper, one shouldn't use a piece of land setout for commercial and agricultural purposes for estate investment. Government will dwarf such movement and building process, because the builders are operating on illegal way.

Its not a proper practice anywhere and government has to be more concerned. Where a city is already planned with several development areas designated and assigned any violation of such plan should come with a stiff punishment not minding who is involved. This will definitely serve as a deterrent to others in the future. Its really saddening.
