All communities should honestly have at least 1 unique thing that can pull people to join. Like for me, a super friendly PG, no-controversial-topics allowed, dinosaur community for all things dinosaurs.

A good forum needs staff members who are civil, respectful, and active. Staff members can often be the core of your forum where people look up to them and they are there in times of need. They can also help generate activity with further engagement.

And also a good staff team and the administration MUST know something about mental health in order to help their staff be the best they can be especially in circumstances in which the mental health issues could go a bit higher such as de-escalating an issue.

A good forum needs good staff that listens to not only their members but their other staff as well. They need to be able to handle sticky situations when they come along in a levelheaded manner.
