Which do you believe would be more beneficial if I am a new forum trying to get my site ranked higher on search engines? I am wondering if I should spend time trying to get a couple backlinks from those higher ranked sites or if I should just get a bunch from lower ranked sites.

A few high PR banklinks or a lot of low medium PR backlinks?

I would spread it out to be honest and have some higher ranked backlinks and some lower ranked backlinks, as long as you ensure that the backlinks you get are relevant it should help you more in the long run. I remember reading once that Google was penalising urls for having just high page rank backlinks.
