I think the government of every country offers a health insurance plans for it's citizens. However, there are requirements to be eligible for this kind of program.

As per my knowledge everyone who is not above 60 can go for health insurance provided they are not infected with a problem that is incurable

In my country, the government does not offer any insurance to the people. In fact, many people do not have any kind of insurance at all.
