Which countries have the best routes for traveling by car?

I spent most of my travels by car, so I can clearly and confidently say that traveling through Europe, specifically Germany, is a pleasure. Of course, there are such disadvantages as big traffic jams and narrow streets, but where there is no such thing, right? Also, the price of fuel in Germany is lower than, for example, in France.

Many countries have excellent routes to do by car, but I will say those that I know first-hand, I think that Spain and Italy have excellent routes to do by car or even walking, as is the case of the Camino de Santiago in Spain, it is a mythical route that embarks hundreds of thousands of pilgrims a year to travel the different routes it has.
