When is it really worth it to get a vps server?

I was wondering for what use is it good? Like I am sure it's not doing any good for small sites or does it?

VPS does not always imply higher performance, and if not properly handled, might easily result in the reverse.Shared hosting, particularly with that type of budget, may be quite quick
 
Sometimes VPS is when you are developing your own technology like the case of React JS application or something like that.

For a very small site with a small amount of traffic, it may not be feasible. But for a stable site, getting your dedicate resources is usually a very good idea compared to sharing resources. I will always go for a VPS when i need a faster and more stable site.

Does VPS provide more security? How is that? I mean I don't see a difference between it and shared hosting when it comes to security. I mean I don't know there is one.
