What is the best paying pop up ad network for publisher?

Well, I am not a fan of using pop up ads on website but I do realize the necessity of using pop up ads for small publishers who are rejected by major ad networks. Have you used pop up ads, what is the best pop up ad network for publisher?

In my personal opinion , the best is AdMaven ad network , they have different formats of ads ( pop ads , push , pop under and so on ) , High CPM , support with personal manager ( if you need ) and of course payment in time . Well, so many people ,so many minds . All depends on personal expirience .

I am not sure of I have heard of AdMaven. What is the CPM rate for tier 1 traffic? I will check this out.
