I am currently writing one (fixing up some old code I found stashed away) and would like to gather all of your thoughts on what you deem is necessary. For me, I want easy and quick management of blocks that can be placed virtually anywhere around the forum, a simple menu manager, and an ability to add extra pages.

I think of an easy user interface, widget possibilities, images, articles, focusing on content, new posts, etc. Basically the freedom to be creative as you can be.

These should all be core platform features, IMNSHO.

But as a portal I’d want all of those plus a way to change and curate what goes on the front page, because the board index concept ain’t all that hot any more. World’s moved on.
