What do you do if neighbors don't want you working on your house?

Sometimes putting the work into rebuilding or remodeling a home can be tough, especially with the noise of construction, the time, the money all of it. But there is always that one neighbor, or shall I say, new neighbor, who will make a fuss about the construction noises, and every other little noise you make. Have you ever dealt with a bad new neighbor when you were rebuilding your home?
