What Do Yo Do With Users with Zero Post

One of my forums has over 250 registered users but more than 150 users have zero posts. Some of these members with zero posts are new members (those who registered in the last 30 days). However, most of these members with zero posts have been a member for more than 6 months. What do you suggest I do with these people with zero posts?

I say leave them. Even though they aren't active users, there is a chance some of them might come back to use the site. While some may never come back. I would rather keep the user total than cut it down, even if the majority are no longer active.
 
What if they never come? Some of the accounts with zero posts are almost 2 years old. I do not think they will come. Except showing more members on the forum, they do not contribute anything.
