What makes you a successful forum owner? Do you need a large user base? Do you need a lot of regular activity? Do you need a lot of traffic? Do you need to generate a lot of revenue? Or perhaps, do you need to meet all of these criteria to become successful. I think all forum owners will agree on activities and users, but they will have reservation on traffic and revenue as a lot of forums do not even run ads.

Whenever I see this question, it's always focused on the wrong metrics: activity, members, etc.

I understand that we should not just take metrics such as activity, members, etc. to determine success for a community, and I also agree on focusing on community objectives. What kind of objectives do we need to have for our communities and how do you suppose we reach there.
