There are so many apps on internet today that can be used for photoediting.... Personally I make use of snapseed... it's a very good app and contains so many features which makes your pictures come out very fantastic.... Adobe lightroom is also a good one for picture editing

You have plenty of options for this. Like say pixlr is pretty much popular for adding effects and cropping. You can make use of the crello for doing more filter and adding the different fonts too. Then there is canva which can do a lot more things than you can even imagine for the photo editing. So I'd say your idea and the creativity is limit here there are lot of programs out there.

Picmonkey is a good online photo editor. You can add filters and texts with few clicks. I have used this site in the past and I can vouch for this online photo editor. There are also a lot of mobile apps that allow you to edit photos on the go. However, I cannot recommend any app as I do not have experience.
