The prices you have mentioned are affordable for the people to host so 1 $ per month even 2 $ per month is not expensive at all and you will benefit but the cons are database or PHPMyAdmin database storage limit so next time you increase gradually your plan depend on your use.

I would never do shared hosting personally. I feel there is too much risk but I know it is one of the cheapest ways to start out.
