Running banner ads on someone else's website

Frankly speaking, I have not tried marketing my site through banner ads on someone else's website. However, I see a lot of people doing this and I was wondering if this actually helps. I mean if someone advertises his forum through banner ads on another forum, will he be able to get traffic and registration?
