So much spam comes from @mail.ru email accounts.. Would it be a good policy to ban the use of that email on signup?

What sort of email address is that? A Russian one? I've never seen that in common use before, and if it's regularly being used by spam bots then i would be tempted to ban it, or at least have to wait until authorization from an admin.

That is the official TLD of Russia, which the use of the domain is controlled only by the Russian Federation. I'm assuming that's why .ru domains and E-Mails never get shut down.

On my forum, I ban signing up with a .ru E-Mail and posting a link to any .ru site. I also recommend blocking .pl (Poland) and .tk (Tokelaku) due to spam on those domains. Polish domains are rarely used for spam, but it does happen.
