Can you really hire promoters and if so how can you keep track of their work? I hired a promoter but he didn't help me at all :S

Promoters are very hard to find and maintain. IMO for all the other works you recruit staffs and do the promotion by yourself. This is the method I will recommend.

Seriously, promotion is one hell of a boring work and everyone will get bored about that.
If you're so keen on finding a staff, I guess websites like odesk will give you good result. You will get to see the work they are doing and you will get the screenshots for each and every 30 seconds or so. So its very easy to keep track. But you will have to pay for hours. You can find people with good skills over there with like .5USD per hour.
