Is it any better than SMF? I'm seeing a lot of "similarity" between what I experienced in my phpBB period and with SMF.... NEITHER of which competes with any of the paid scripts.

I don't know. I think SMF is a bit more modern looking than PhpBB and that's saying a lot.
