Paying under the table bad for businesses?

Is paying under the table as a boss a bad idea for your business? Would you offer under the table payments for your employees? Is there any legal issues with giving payments under the table?

This is a common practice in my home country. A lot of people have managed to become millionaires in 5-10 years and it is said that these people took undue advantages and loopholes of the country's policy and paid under the table to get multiple benefits. This is a kind of corruption that needs to be stopped, especially in developing countries.

To be honest in a capitalist ecosystem everybody is going to do what so ever they can do in order to make money and I do not blame anybody doing that. The people who have done this have found a loophole and they are now doing it to the best of their ability and they cannot be charged for it.
