What do you think Google means by this when it says it'll target websites that are "overly seo'd"? What would be the criteria? :)

There are a lot of stuffs. I mean lots keywords in all the articles in a website is one example. Repeated keywords in an article( more than 3 times). etc.
 
Later on, we came to know this as the Penguin update. And, the purpose is to delete spammy backlinks that are put out there artificially (such as by the thousands, using spam related methods such as blackhat). Many of these spammy backlinks get discounted, especially if Google feels the backlink is artificial (such as gained through spamming) or unrelated to the site it's linking to.

And, initially many blackhat webmasters claimed victory saying their own sites actually rose in ranking. But many of those same sites are out of business now. Just takes a while for these new search algorithms to kick in.
