I'd be looking at the source of the traffic. If it's from pop-unders etc., I'd beware.

A lot of online advertising networks also offer PPC ads. Apart from Bing ads and Google ads, you can also run PPC campaign with Infolinks. They mainly target sites with north American traffic. You can also try ad companies like Revcontent, Taboola, etc. However, when it comes to running PPC ads, I have experience only with Google.
