News, intros, and help at the top or bottom?

Do you prefer to have the news, introductions, and help category at the top or the bottom of the forums?

I have it at the top because I want them to be seen first. It is the most important section in my opinion. But I understand some may not have many announcements and move it to the bottom. What do you think?

At the top is my preference. It is where members expect it to be and it is something that all users should be able to lay their eyes apon instantly (so they're up-to-date with site stuff). By having the intro board at the top as well, you're encouraging members to welcome new users...

I have it at the top so it's the first thing the members see, all nice and fresh announcements and such
