How does one maintain activity on a forum? Perhaps it's through the constant addition of content? Maybe the occasional contest? What works for you?

A constant stream of content is one of the best ways in my experience, after all more content = more threads to reply to = more activity. This varies a lot though, and having things such as contests greatly increases activity as we can see here at WGBB.
 
For me its not about maintaining the activity until we get the members in so that we can maintain the activity with them! Here, we need to focus on getting members in before coercing them to stay. I'd like to think we have enough content to keep a new member interested though but what do I know. :(
