Joining a forum strictly to become a ranked

So I've seen this more than I can count on my forum, people will join for one reason, and they are so blatant about it. They wish to become a ranked, and once you turn them down their activity instantly dies down.

What do y'all think about this?

It often happens and for smaller forums it is sometimes the only way they can get volunteer staff members. Staff generally receive reputation benefits on a forum- which is why I'd join as a staff member (not for any power).
 
There's bunch of people that go joining on random forums and bugging administrators or owners for a staff position. I think that's just pathetic and such people should never be given a staff position in my opinion.
