Is YouTube going to ever fix false copyright claims?

YouTube has been sort of a mess since 2016 or so, and it seems to still be a problem. From people having issuing monetizing their work, to people being falsely copyright claimed because they used a clip from a long video. Yet if it's transformative, than there is no legal right for that person to then copyright that work. If it's parody, critique, commentary, etc, it is transformative, therefore it's fair to use in a video.

YouTubers are often copyright claimed by major companies for small usages of their clips or material. And YouTube hasn't fixed anything with it from what I see. People can still falsely copyright a video, and it result in said video losing momentum and money.

What do you think about those abusing the copyright system on YouTube? Should those users caught abusing it be banned from using YouTube? Or at least fined for false claims?
