Is it possible to access someone else's computer without their permission, to open files stored on the hard drive or delete the files remotely ? A vendor openly boasted that her husband was deleting files on the laptop remotely, without the permission of the computer user.

I think it's possible. Some people I know we're complaining that there files were being held for ransom, with the hacker threatening to delete the files if they don't pay up.

I recommend MalwareBytes. It’s cheap and works extremely well. It’s also light in using computer resources.

There is another methodology is remote camera access while the user is logged in then using Skype or Whatsapp on PC with Gmail or Outlook logged in in the same time then you could access Skype API or Whatsapp API as guest control remoter then do the operation of access to decoded disk unit then finish up by having full control of PC content but this is the recent hacking method.

Yes this is very possible with they help of Trojans. This are spyware that if installed in the victim computer, it can take control of the computer
 
Not unless you have given access to your computer or your computer is hacked. If your computer was connected to a remote server in the past, the person might automatically connect to your computer.
