Is coding a forum harder than managing it?

For those who start from the scratch with coding their forum till it's up and running as well as daily managing of the community with posting, running of ads, getting members and managing them in order to have a fully functioning community; which one do you think is more difficult between coding the site and managing it?

You can outsource the both of them but in the long run, managing the website would be difficult than coding, as with coding it is not usually frequent but managing the site is on a daily basis.
 
I do not have any experience with coding, however, I guess it is really hard to code. managing a forum is also difficult but it is achievable even for a lot of people with limited skills.
 
Creating a forum can be challenging because it necessitates a thorough understanding of computer languages and frameworks. Yet, operating a forum can be equally difficult, since it necessitates understanding of how to keep the community engaged and active.
