Idea for a new website/forum

I'm really into student government, FBLA, etc. I was thinking about starting a XenForo forum centered around roleplaying. When you register you start out as a citizen, you work your way up and get elected as governor, etc. I was also thinking about implementing documents, like we can type up actual legal documents which would be our work and all that good stuff.

Good idea? Bad idea?

Not that I can think of, as-long as 11 year olds don't take over.
