Running a resource board, I think the main way I gain members is by limiting guest viewing primarily to the discussion forums and not the resources. Requiring guests to register to view the resources helps generate new registrations for those that wish to access the resources and it also allows me to have better control over users that may be ripping the content from my board onto their own board by having their IP/email address handy. So, hiding specific forums to entice guests to register can be one thing that helps generate new registrations. It might be hard to do this on specific forums that are mostly all discussions, but offering some type of hidden resources may help turn guests into members.
 
Like @Cory mentioned, I know many forums got people to register because some of the contents were not visible as a guest. I know making images and tutorials visible on old graphics forums definitely brought in new users! It depends on the type of forum and niche. I usually make photos visible to members only because one that is kind of a layer of privacy... but perhaps it also invites people in because of curiosity.

Having exciting things available within the index is super important. You're making a first impression, so perhaps a good theme/design, perhaps a contest being advertised, active members who are partaking in conversations.
