When it comes to owning either a blog or a forum, most, if not all software allows members to register and upload a an avatar to express themselves on the site whether it be a picture of themselves or something that represents them. This can always be turned off per the owners decision so that everyone just has the default image for their avatar but most tend to allow this with strict rules on what is allowed and not allowed.
I myself don't mind allowing avatars on blogs or forums I run as long as they are safe for work and do not contain any adult content in them at all, I feel this is fair as you never know who may come across your site and see these avatars and it can give you a bad reputation if you do not state their may be adult content on the site.
