Generally speaking, the pay rate of a software developer depends on the experience and the degree and/or certification; plus the cost of living in the area that the person has the job. If someone has the basic qualifications for most software jobs, it can vary quite a bit. A standard bachelors or associates around where I live, can typically range from 50-85k a year, depending on what is being worked on. Add experience with other software on top of it that would be useful for the job, and that can add 15-30k to the salary. My sister's ex-husband on experience alone, gets generally 85k a year at a job 120 miles away from here (regionally local job technically). Pretty sure he has some certifications, otherwise he probably wouldn't be paid that much.
I do know that for someone who has gone through college to get a 4 year degree, can typically see in most places in California, a general starting point around 110-140k per year, due to cost of living adjustments and that you have a good number of tech jobs through out the state.
