How do you deal with members who create already existing topics?

Do you have a punishment for some members that are too lazy to use the search tab to look if the topic they want to create have already been created? I have seen some people who don't care to check at all as most of their topics are already existing.

How do you manage such members?

If these are accidental cases, I can simply forget but sometimes there are members who intentionally create topics, and I cannot forgive these members. Sometimes I take disciplinary actions.

I think you should create a bit that reminds people that this kind of topic is existing before they go ahead to create such topics, as this would help the forum not to be saturated with repetitive contents.

The forum is designed in such a way that when you want to create a topic that has been created already you would be notified. So going ahead to still create it is disobeying the rules of the forum.
