We all have our own ways of choosing staff. Depending on the forum, it may be an application basis. Or, it could just be that current staff choose an active, dedicated member.

Since my forum is for my entire real-life community/neighborhood, I only choose very trusted members of the community as moderators.

I don't like to hire random people regardless of their experience. I believe in promoting from within based on their history on the forum, how often they post, the quality of posts they do, and how they interact with other members in the forum.

I choose staff that has the ability to help the community and interested on every planned. and also staff that is dedication on the work :)

if you have been in this world of the internet and forums for some time, you have gone through many forums and met many users with whom you have kept in touch. for example, on the forum I have 3 super-moderators also known on the internet.

One of the best ways to find staff is by looking for applicants on web master forums. Web mater forums have experienced people looking for work and you can easily find staff. When choosing staff, you will have to make sure they know the software you are using and they have some revelant skills
