Well, if you are serious about it, you need to approach it where you are. Do you have money to invest in higher education? If you do, you can look into local IT community college options. It will run you anywhere between $3k and $10k depending on the school and the number of classes. Being registered/certified is helpful in some cases but not entirely necessary. For someone completely new to software development, I would say it is a good idea to get some level of education to start.
 
If you're completely new to programming, it's always a good idea to try out some free courses online as well. That way, you can try it out and see whether it's something you enjoy or not. Udemy always has some great ones that are temporarily free.
 
If you want to build career on software development, first and foremost, you need to have skills and knowledge on how to build software.You will them have to build your portfolio so that you can impress your clients. If you are not getting any orders you can try building your own project so that you can show your client what you are capable of.
