I have used popup and pop under ads on my site. If you have some traffic but you are not earning from your site, you can use popup and pop under ads on your site and make money. Since popup ads are intrusive ads people avoid visiting sites using these ads, therefore, you should not use pop up ads for too long.

I have used pop-up ads but now some webhosting companies are making it difficult to use pop-up ads, they are marking the code as malware.

I don't think that's the issue with web hosting. When I was using propeller ads, my regular visitors often complained that their anti-virus program marked the site as malware. Most popup ad networks use low-quality ads.
