Dealing with some members who are banned but would be looking for ways to bypass being found out and register again in a forum is always a serious challenge. This gets tough when there's some sort of incentives given to your forum members because that's why they keep trying to join back with a new different identity. I know that using anti-spam measures and IP monitoring tools can help to keep them at bay but what other measures do you use to keep them them out?

Sadly it happens all the time. The only way to combat it, is to IP ban people, but that's not always going to work now, since VPNs and other services that let you change your IP. So it allows people to sign up again if they want.

There was a site I worked on that had a custom made forum. Well they didn't have a system in place to IP ban users. They only had a system in place to ban usernames/emails and people were able to continually sign up with the same email, but with a +1 or +2. It was annoying and tedious.

Dealing with persistent rule-breakers or trolls on a forum can indeed be challenging, especially when they find ways to bypass IP bans or create multiple accounts. While IP banning can be a temporary measure, it may not be foolproof due to the availability of VPNs and other tools.

Dealing with this kind of people is very annoying because they will always find a way to bypass whatever security measures that have been put in place to stop them which makes it a very difficult task keeping them out from finding their way back into the community again. More resources should be developed to stop them permanently.
