There could be many cases where a person or website visitor may think that a website may have hacked the computer or violated rules related to privacy laws. This means that a person may be thinking about taking a legal action against a website owner. So, is this something that has ever happened before?

Well, I have never taken any legal actions against any websites, however, I have fled DMCA multiple times after the owners refused to take down the content they had copied and republished (my copyrighted content). DMCA does not have any legal grounds.
