And if you had, how did you try to monetize it?
Were you successful in monetizing it?

I tried creating a proxy once, and I was somewhat successful in getting good traffic from it. But the hardest part was monetizing it. I tried putting pop unders/pop ups but that gave a steady drop in my traffic.

Exactly the same experience. It's supper easy to get traffic to but extremely hard to find ad networks that pay a good rate. I suppose if you yourself had something of interest to people with proxies, you could try leveraging of the traffic....

I wonder if there are any affiliate VPN companies...
