Google is awesome. This tool will help all those webmasters who want to delete all the spammy links pointing to ther websites which might have caused them a penalty. Using this tool you can simply tell google not to take those links to consideration while calculating the SERP and Pagerank.
Which in my eyes is pretty much an awesome addition to the webmaster tools.
