Would you pay a small fee of around $2 for a high quality forum review? For a person with a long history of reviews to review your site? If they would provide information that would help out your site both member base why, and overall look of your site?

Sure. I would pay for that. I mean that way you're getting a review which can be used to improve your forum.
Also considering that, the person spends a lot of time writing the review 2USD is not much!

Whilst I would pay for a $2 review, I certainly wouldn't want to be the one doing them for that price. Doing them for free on promotion forums is terrible as it is I just like the free forum cash so i can derp some stuff from people. xD

note, this is probably just me. I'm sure other people would be happy to write for $2

The average review I tend to do ranges around 1,000 words.
