What do each of these terms mean to you? Is there a difference?

More importantly, how does the rest of the web view these roles?

1. Handles everything forum, including dealing with the board software options

1 + some coding expertise + server-side abiliites & management skills

3. The people's person on a forum who ensures activity, behaviour and staff roles
 
Forum admin is someone who owns the forum or has been appointed by the owner to overlook all administrative work in the forum. Community manager is a person who manages the forum and works as a bridge between the admin and users. Forum webmaster is someone who creates, manages, or runs forums. Sometimes these roles interchange.
 
this coincidentally tracks with the incidences of "forum administrator" or "forum webmaster" in Hacker News comments, for instance, and the convergence to zero reflects how these are deprecated/irrelevant terms--especially "webmaster"

"community manager" tracks with phone ownership and usage cracking >50% in 2013 and the usage of apps like twitter, reddit, facebook/instagram, discord, etc. which is increasingly where the people are--other platforms instead of self-hosted, so also no need really for an "administrator" and certainly not a "webmaster"
