Does the cost of heating the house depend on how much you use, or is there a fixed payment?

My distant relative, who lives in Poland, told me that he pays a set amount each month for the entire year—that is, even during the summer months when he doesn't use the heat in the house—regardless of how much he uses the heating system. But in my nation, I pay for what I use.

I do not pay a separate bill for room heating, there is no fixed payment for room heating in my place. How much you pay depends on how much you use. generally I spend around $12 per month on heating.
