Does posting comments on others' blogs help?

I've seen it from time to time where people recommend commenting and linking back to your site with relevant links to help with link building. Do you think this technique is effective? I've heard that guest blogging is another good way to build quality backlinks. Have you found this type of efforts helpful?

blog commenting is one of the link building technique you should try. Don't forget to see the authority of that blog. Better you find blog that has relevant content to your website.
 
In the past blog commenting was one of the popular ways to build backlinks and traffic. A lot of people used to post comments on someone else's blogs and share their own links so that they get backlinks and also traffic. Sadly this does not work neither for backlinks not for traffic.
