Does it make sense to have a forum with only threads?

Do you think it's something that makes any sense when it comes to having a forum that have only threads or topics without any replies? I have seen a forum like this once and I couldn't understand the reason behind that sort of decision. I don't even remember how I stumbled on the forum.

Why would a forum owner do such?

I don't quite get what you mean. A forum with only threads is technically a forum. Do you mean one without topic areas? So it's just a forum with threads about anything? Or maybe a niche topic?

I don't know how threads and topics don't have any replies, unless they are blog posts?

Maybe you saw a forum that just wasn't active and didn't have any replies yet? Or maybe you're looking at a blog that just doesn't have comments?

To answer the main questions, you can make a forum with just threads. It would be a mess because it would just be one area with threads, no categories, just an area to post threads. There are sites like that, but there's not many that do it.
 
Forums are discussion boards and online communities. The importance of these websites like in the fact they people join these platforms to have discussions and interactions. When there are just threads, how would the discussion continue? A blog post might not need a lot of comments and discussions, however, forum topics need a lot of replies. If there are no discussion, there is no point in running a forum

This was exactly how I felt when I stumbled upon that community because I felt that whatever they have carried out have already defeated the goal of a forum. This is because whenever there is a lot of topics without any single reply, it doesn't make sense for it to be seen as a forum.
 
IN order to have discussions on forums, there must be a lot of members. Most of the forum owners hire paid posters to create topics when they are trying to launch the forum. The idea is ti have some topics for new users to discuss. However, these forum owners fail to attract members and their topics remain there with no replies.
 
The forum may be new or recently launched, and the owner is still in the process of building an active community. In this case, there might not be enough members or engagement yet to generate replies to the threads.

Yeah, that's basically how things should be seem like in such community because as long as there are so many forum members active on the website, they will make out time to comment on the topics on the forum they have interest in talking about.
