Does anyone have experience hosting Windows + PHP accounts

Does anyone have experience hosting Windows + PHP accounts for regular and reseller users without a control panel? Can you give me some instructions or give me some advice?

I saw few Windows hosting companies did their own basic Control panels for adding domains, emails, and similar. You could create one, sure, but the amount of time and/or money it would take would probably not offset the cost of using some pre-made control panel.
